Helen Dowling, MPH is the Senior Manager of Data Systems & Program Operations at CivicSpark. Bringing a multi-disciplinary background in public health, epidemiology, and information systems, Helen specializes in turning complex data and operational workflows into accessible, actionable tools. Before joining CivicSpark, she was the Director of Data Initiatives at the Public Health Alliance of Southern California, where she led the California Healthy Places Index (HPI) – a data and interactive mapping platform instrumental in channeling state and local investments to high-need communities.
Helen holds a Master of Public Health (MPH) degree in Epidemiology from San Diego State University, and received her B.A. in Sociology and Anthropology from St. Mary’s College of Maryland. Outside of work, she is a certified Instructor and Fourth Term Master in the Ohara school of ikebana (Japanese flower arrangement), and enjoys lazy weekend afternoons with her rescue pup, Fava.
