Project 1 (WELL Growing Water Smart Outreach) addresses resilience by identifying regions in need of collaborative water policy strategic planning and supporting water management agencies in adapting to climate and water challenges.
Project 2 (WELL Diversity, Equity, and Inclusion Study) addresses social equity by focusing on diversity, equity, and inclusion within the California water industries, helping organizations address inequalities in their workforce and policies.
Project 3 (WELL Local Elected Official Outreach and Recruitment Initiative) addresses organizational capacity needs by streamlining communication with newly elected Latino officials, enhancing their engagement in water-related events and programs, and promoting social equity.
Project 4 (WELL Water and Utilities Workforce Development Statewide Pilot Program) addresses environmental and social equity challenges by evaluating workforce development requirements and promoting diversity and inclusion in the water industry, fostering a more resilient workforce capable of tackling future challenges.
Project Description
Capacity-building Project 1: WELL Growing Water Smart (GWS) Outreach, Project 2: WELL Diversity, Equity, and Inclusion (DEI) Statewide Water Management Study 3: WELL Local Elected Official Outreach and Recruitment Initiative, and Project 4: WELL Water and Utilities Workforce Development Statewide Pilot Program.
Overarching goals of the projects:
Project 1 (WELL GWS Outreach) aims to identify regions in California suitable for GWS outreach, starting with existing WELL leadership regions and other strategic water districts that will benefit the most from the first of its kind program in California.
Project 2 (WELL DEI Study) focuses on data collection and interpretation related to diversity, equity, and inclusion within the California Water Industries.
Project 3 (WELL Local Elected Official Outreach and Recruitment Initiative) Identify CA new elected officials and create a streamline communication and process to engage with newly elected local Latino officials for various events, conferences, and programs.
Project 4 (WELL Water and Utilities Workforce Development Statewide Pilot Program) supports an existing statewide needs assessment to evaluate workforce development requirements, demographics, regional differences, existing infrastructure, implementation barriers, industry participation, and water/utilities programs in the water industry.
Role of the Intern in the projects:
For Project 1 (WELL Growing Water Smart survey and outreach), the Intern will:
Identify California regions to prioritize targeted future
Identify potential funding partners within each targeted region
For Project 2 (WELL Diversity, Equity, and Inclusion Study), the Intern will:
Participate in data collection and interpretation.
Augment collected data, handles surveys and questionnaires, and supports research and policy advisors with pilot research for a small geographical area.
For Project 3 (WELL Local Elected Official Outreach and Recruitment Initiative)
Identify suitable regions and newly elected local Latino officials for future events, conferences, and program engagement.
Develop a formula to streamline communication with local Latino elected officials.
Assist in overall outreach and automation of organizing outreach steps.
For Project 4 (WELL Water and Utilities Workforce Development Statewide Program)
Support an ongoing c needs assessments and inventory exiting water and utilities training programs Create a document of comprehensive needs and approaches to best make water industry environments more diverse and equitable for future generations.
Develop a toolkit for culturally appropriate outreach materials targeting the Latino community
Desired project outcomes in terms of resources developed:
Project 1 (Growing Water Smart Outreach) will produce:
A database of suitable regions and elected officials to participate in collaborative water policy strategic planning.
New connections and ranges interested in participating and applying to the WELL Growing Water Smart program
Project 2 (DEI Study) will yield:
A comprehensive data collection and interpretation system.
Using the data and research create and test a pilot approach for a small geographical area
Project 3 (Outreach and recruitment)
Establishing connections and communication among elected officials in a growing and changing field
An automated system for organizing outreach steps and identifying local elected Latino leaders that can benefit from water and leadership education.
Project 4 (Workforce development HPT Grant)
A toolkit for best practices and culturally appropriate outreach materials.
How these resources will help increase the agency’s capacity to address resilience challenges:
The resources from these projects will enable targeted and efficient outreach, enhance communication with elected officials, promote diversity and inclusion through WELL to various California water industry organizations, and foster culturally appropriate outreach strategies. These outcomes will lead the Intern to develop a more informed and engaged understanding of outreach and organizing, better foundational understanding of water policy barriers, practices and needs, and improved resilience in addressing water-related challenges in California.

Water Education for Latino Leaders’ (WELL) ideal Fellowship candidate should possess a diverse skill set- including strong writing ability and communication skills for effective collaboration. Adaptability is essential in a fast-paced work environment, as is the ability to problem-solve and think critically to address complex challenges. Demonstrating initiative and proactively taking on tasks reflects commitment and drive, while teamwork skills ensures successful collaboration and support within the group. Cultural competency, understanding diverse perspectives, and promoting equity and inclusion are critical, as is effective time management to balance multiple tasks and meet deadlines. Proficiency in research and analytical skills, such as gathering, assessing, and interpreting data, is important for various projects. Basic technical skills, including familiarity with commonly used software and online collaboration tools, are also valuable. Finally, a genuine passion for WELL’s mission will enhance engagement and motivation throughout the Fellowship.
