Service Needs & Plans

In May 2020, the Antioch City Council approved the city’s Climate Action & Resilience Plan (CARP). Antioch’s CARP was developed in conjunction with the Five Year 2020-2025 Contra Costa HOME/CDBG Consortium Consolidated Plan (Con Plan). By aligning CARP actions with CDBG funds, the City of Antioch can now utilize federal and state funding to increase community resilience for vulnerable populations. It is now time to start the process for the 2025-2030 Con Plan. Working in partnership with our housing and sustainability staff within the Public Safety and Community Resources Department (PS&CR), the Fellow will be evaluating the current CARP and CDBG funding to track progress on reducing the utility burdens of our lower income households, increasing mobility through transportation programs and ADA improvements and helping the City to develop focused needs assessments to update the CARP. City staff are already at capacity with existing and ongoing program administration and do not have the bandwidth to give this project the attention it deserves. This evaluation and potential update to our CARP will help guide the city’s funding of CDBG grants for years to come.

Project Description

The primary goals of this project are to identify what progress has been made in implementing the actions contained in our CARP and determine if the CARP needs to be updated in conjunction with our next Con Plan. The Fellow will have the opportunity to take the lead on this review and update with direction and support from sustainability and housing/CDBG staff. The Fellow will work with the team conduction the Analysis of Impediments to Fair Housing and collect data in CARP implementation. If it is determined that the CARP does not need to be updated at this time, the Fellow will have the option of selecting an action in the CARP to work on developing and to assist with outreach and engagement regarding various programs our PS&CR department is working to bring to our community. To address equity issues and increase access to resources by all members of the Antioch community, the City seeks to increase outreach to lower income residents to increase awareness of available programs that can reduce their housing costs.

Desired Skills

Antioch is looking for a candidate that is able to take ownership of their programs, be proactive and willing to come to staff with questions or when assistance is needed. Strong writing and verbal communication skills are a must. The Fellow we choose will be empathetic and open to learning. They will possess basic Excel skills and good writing and analytical skills. They will want to learn the skills required to conduct good public meetings and perhaps challenge themselves to present their findings orally before a group of up to 60 people. They will be willing to work some variable hours, including occasional weekends for outreach at community events or workshops. They must be able to work in a fairly structured environment, develop work plans, stick to schedules and deliverables, and receive feedback on their performance. Bilingual/Spanish speaking is a plus. All abilities welcomed.

Given the above, this Fellow will learn the satisfaction of making real contributions to better the lives of thousands of residents for many years to come.

Organization & Community Highlights

The City of Antioch is the second largest city in Contra Costa County, located on the banks of the San Joaquin River just off of Highway 4 in East county. Residents enjoy beautiful river views with kayaking, boating and fishing, as well as some of the most affordable housing in of the Bay Area.

As one of the first cities in the county, Antioch has a lot of older housing stock and a sizeable population of lower income, elderly and disabled households. All of these groups need deeply affordable housing and access to the various programs and services provided by City government and nonprofit partners. The City of Antioch’s Climate Action and Resilience Plan includes actions to address energy efficiency in low income housing as well as outreach and engagement to disadvantaged communities.
In the newly formed Public Safety & Community Resources Department, a Fellow has a unique opportunity to work with a diverse and dedicated team committed to serving our community and improving the lives of all that live work and play here. Our department is implementing new programs and services to address violence prevention and intervention, youth services, homelessness, workforce development, housing and sustainability.
