Service Needs & PlansDeveloping the City of Beverly Hill’s currently owned drinking water laboratory to be accredited with the State’s Environmental Laboratory Accreditation Program (ELAP). ELAP’s mission is to implement a sustainable accreditation program that ensures laboratories generate environmentally and public health data of known, consistent, and documented quality to meet stakeholder needs. Developing an accredited laboratory that is projected to save outsourced laboratory costs, reduce turnaround times for regulatory compliance results and reporting, reduce labor impacts due to recently increased drinking water infrastructure and sources, reduce potential drinking water violations, enable the City to respond rapidly to potential contaminants and to serve as a contingency and have resiliency for drinking water testing to protect public health. In addition to these benefits, the development will helps reduce the environmental impact of greenhouse gas emissions generated from the outsourced laboratory sample kit deliveries to the City and sample collection pick-ups from the laboratory’s outsourced courier services to and from the City.
Project DescriptionGoal: Develop the City’s currently owned drinking water laboratory to be accredited with the State’s Environmental Laboratory Accreditation Program (ELAP).
Roles of the Fellow: Fellow will be assisting the Water Quality Specialist in obtaining the necessary ELAP and The NELAC Institute (TNI) documents, helping with application filings, researching, purchasing required laboratory materials and equipment, processing fee payments, developing standard operating procedures, developing data and record management systems, developing manuals, coordinating with vendors, consultants, assessors, and regulators.
Desired outcome: Fellow is expected to have the current City owned drinking water laboratory accredited with ELAP and compliant with TNI standards so that the City can analyze and report water quality results to the State Water Resources Control Board’s Division of Drinking Water while maintaining laboratory compliance. Development will include research and understanding of regulations, analyses of regulations, and developing a manual from the Environmental Laboratory Accreditation Program requirements.
Impact: Obtaining an Accreditation with Environmental Laboratory Accreditation Program enhances the City’s ability to reduce greenhouse gas emissions, resiliency for water quality testing, and rapidly respond to potential drinking water contaminants that may pose a potential risk to public health.
Desired SkillsThe City of Beverly Hills is seeking a prospective Fellow who has a background in environmental science, biology, microbiology, chemistry, mathematics, engineering or policy. The City is seeking an enthusiastic candidate that excels in research and developing results based on thorough analyses and collaborative relationship from various departments. The prospective Fellow is expected to deliver professional level written report and presentation and occasionally perform public outreach engagement events.
