Service Needs & Plans

1. Assistance with Asset Management data entry, connectivity and field training.
2. This will primarily be a support role for Bremerton Public Works: Utilities, Compliance, Streets, Waste Water and facilities.
3. The goal here is to create an environment where data analytics can help play a major part in service priorities, funding, staffing and helping the city improve efficiency in how it allocates resources.

Project Description

1. Provide a viable platform to make data driven decisions on the allocation of the city’s financial and personnel resources.
2. Provide assistance in data entry, degradation curve building and on the ground training for field staff. Also to solve complex issues regarding GIS and programming within the asset management software.
3. Create efficiency reports, automations, depreciation of asset plans, and PM plans.
4. Creating a platform where we are collecting good, viable data will allow us too see where we are wasting time, energy and money, and to come up with better ways to make the city of Bremerton’s public work departments much more efficient and resilient over the next decade.

Desired Skills

1. Microsoft 365 (excel, email, word)
2. Basic understanding of data entry and management
3. Basic understanding of GIS (not required but highly desired)
4. Basic understanding of database and database manipulation.

Organization & Community Highlights

The Asset Management program is new to the city as of 2022, and the department is headed up by an African American Data Professional. The Public works department has a diverse staff from a variety of backgrounds, and does not discriminate on the basis of any protective class. We are actively working with low income sections of the city to provide quality public services, and are actively looking at effective ways to upgrade aging services and infrastructure that subsequently seem to mostly affect the most disadvantaged part of the city. Though Public Works is not the first place people think of when discussing topics of justice, equity and diversity, however any potential Civic Spark Fellowship opportunity will see that Public Infrastructure is deeply tied to those issues. The work they perform for the City of Bremerton will directly affect the most disadvantaged parts of the city, all the while giving them exposure to data entry, coding, data analytics, data visualization and the very basics of machine learning and automation.

Bremerton has an interesting story, as it is a crossroads diversity of sorts. Nearby Military Bases attract people of many creeds, ideologies and religions. The peninsula is historically conservative and highly rural, but the last 20 years have seen a shift to urban and more of a mixture of ideologies. The person in this role will have the opportunity to experience this first hand, and assist with guiding the city’s future.
