Service Needs & Plans

Assess the community partners of the Housing Authority of the City Alameda’s (AHA) ability to respond to the specific needs (transportation, internet connectivity, employment training, educational grants, clothing, food, homeless services, emergency alertness, mental health, medical services) of low-income households during an emergency. Emergency preparedness is extremely critical being that the City of Alameda is an island and may not be able to receive services from service providers located off the island.

Develop a report which provides a gap analysis of emergency services for low-income households. Issue related recommendations, including an implementation plan which addresses gaps in service, provide information regarding additional assets and services to address current gaps, create outreach and training materials, providing an extensive list of resources for low-income households.

Project Description

Emergency Services – Develop a gap analysis of emergency preparedness for low-income residents of Alameda, including residents in affordable housing, Section 8 voucher holders, and others living below 80 percent of Area Median Income (AMI) in the City of Alameda.

Role of the Fellow – The fellow will be the project lead in conducting research, performing data analysis, and creating recommendations for AHA and community partners.

Desired Outcome – Increase awareness of gaps in emergency services for low-income Alamedans and potential ideas for addressing those gaps in service.

How will these resources help increase AHA’s capacity to address the problem (gap in services)? – The information and resources provided in this report will serve as a roadmap for low-income households to obtain emergency resources and services.
