Chelsea Marcell

Fellow Bios

Chelsea Marcell is an Environmental Planner with Jacobs Engineering based out of their Oakland office. In her position, she provides planning support for a state-mandated critical infrastructure program where she identifies environmental and land impacts, constraints, and solutions as well as facilitates long-lead permitting efforts across multiple resource and ministerial agencies. She ensures projects are executed safely and in compliance with overarching governing environmental assessment systems. She also provides climate adaptation research and planning for federal agencies to help prepare critical infrastructure for sea level rise. Her work experience and passions include climate adaptation and resilience, effective climate communications, and zero waste initiatives.

During her 2017-2018 CivicSpark year, Chelsea worked with the City of Fremont’s Sustainability Manager to help implement the City’s sustainability, climate, and emissions reduction goals. Chelsea created an outreach and marketing plan, and led robust outreach efforts to further launch the City’s climate engagement platform that connected households with greenhouse gas (GHG) abatement initiatives and localized climate action. Through this effort, she created a volunteer opportunity where 60+ high school students engaged their local community members in lowering their carbon footprint by signing up for the platform and being connected to local resources. This resulted in 1,546 new households joining the platform. Chelsea presented this effort at the 2018 SEEC conference in Sacramento. 

Chelsea holds a Bachelor of Arts in Environmental Studies with a dual concentration in Urban Development and Marine Studies, and a minor in Sustainable Business Practices from Northeastern University. 

In her free time, she enjoys hiking, snowboarding, doing NY Times crossword puzzles, and admiring her many plants.
